DOWN THE LINE examines New Jersey's primary election county-line ballots, which are designed to sway unaware voters to select the candidates the county leaders preselect as their favorites. While the ballot design looks innocuous, the power of the county-line position has proven to be nearly insurmountable.

The film reaches out to past and current candidates, experts, and voters. The film covers the legal case that Senate candidate Andy Kim brought against the county clerks of nineteen counties in New Jersey that use the county-line system.
